David Stulik, press secretary for the Ukrainian EU delegation, told Crimea.Realities about this .
“Since EU member states do not recognize these passports, Schengen visas cannot be issued to holders of such documents. Exceptions can be made only for reasons of humanity or based on national interests,” Stulik noted.
He clarified that in such cases, Crimean holders of Russian foreign passports will be issued visas with limited territorial validity, and they will be affixed on a separate sheet, and not in the passport itself.
Crimeans who have received foreign passports with registration from the neighboring Krasnodar Territory are unlikely to be able to circumvent the strict EU rules. If they apply to obtain a Schengen visa at consular offices located in mainland Russia, they will still be required to provide a copy of their internal passport and indicate their place of residence. That is, one way or another, they will be denied a visa.
The practice of using Russian “zagran” by Crimeans and Sevastopol residents has not yet developed, and it is not yet completely clear which countries are ready to let their owners into their territory. However, it is likely that the document will be considered valid only by states that have recognized Crimea as Russian.
