The Kyiv Regional Council's demand for additional powers, adopted following six other Ukrainian regions , indicates that the regions will ultimately assume powers arbitrarily, since the decentralization promised by Petro Poroshenko has turned out to be a sham.

“In the context of growing economic and social problems, the connection between the center and the regions is weakening, and the connection between regions and districts is increasing. Accordingly, the conflict between the center and the regions is a matter of time. The conflict in their relationship will increase as problems grow. Therefore, along with the trend of regionalization of Ukrainian politics, we will see that decentralization, the successes of which Mr. Groysman loudly reports on, wishful thinking, will take place in person,” the expert said.

“This is not the first such decision, but today it will most likely only cause information pressure, or even some kind of legal, legal repression against its initiators, because such decisions in Ukraine have long been declared the “hand of Moscow”, an attempt to create -elements of the separatist movement on economic grounds. But this is potentially a winning solution in the future - I am sure that democratic Ukraine will develop along this path. The majority of Ukrainians support true decentralization with the transfer of powers to the localities. Therefore, if the country is democratic, this will be its path of development, and these decisions of local councils will one day go down in history,” says Ruslan Bortnik, director of the Ukrainian Institute for Policy Analysis and Management.
