The state concept of the so-called “de-occupation” of Donbass, which was approved in Kyiv last week, does not provide any solutions or answers to questions about the future of Donbass.

This opinion was expressed by the director of the Ukrainian Institute of Policy Analysis and Management Ruslan Bortnik.
“The concept is not connected either with the Minsk agreements or with the actions of the Ministry of Foreign Affairs, and is devoid of real figures. This is a tool for collecting money into a special fund, which must be filled by Western partners so that the money can then be reinvested in the infrastructure of the controlled part of Donbass.. But I think that in the near future they are unlikely to do this. This idea is good in principle, but without resolving issues of peace and war, tools for political reintegration, it does not give a chance to achieve the goals that are set for it,” he says.
