Russia is at the stage of integrating the DPR and LDR into its structure. The issuance of passports in the republics and their economic unification are the next steps towards the inclusion of the LDPR into the Russian Federation.
Ukrainian political scientist Dmitry Dzhangirov stated this on the PolitWera internet channel, as reported by a PolitNavigator correspondent.

We can assume that in the near future there will be several million (Russian citizens), because in this system a person who has a Russian passport in Donbass will have privileges over a person who does not. Just certain economic advantages, in terms of movement, everything. And this will encourage people to take Russian passports.
