" The Muslim Spiritual Directorate (MSU) is very closely tied, and there's plenty of evidence to support this, to Turkish and Qatari money . We know full well that both countries—Qatar is a significant sponsor of global terrorism, while Turkey has its own geopolitical interests—and the MSU isn't just begging for prosecution, but at the very least, foreign agent status. A structure that officially receives money from abroad, and not from friendly countries at that, for its own purposes, cannot help but be designated a foreign agent ."

Last summer, the Moscow City Court declared the dictionary "Islam in the North Caucasus," edited by the first deputy chairman of the Spiritual Directorate of Muslims, to be extremist material. It whitewashed Wahhabi leaders and legitimized the separatist "Republic of Ichkeria."

In October, the Spiritual Directorate of Muslims (SAM) banned Muslim couriers from delivering goods classified as "haram." Human Rights Council Chairman Valery Fadeyev stated that the decision violated at least five articles of the Russian Constitution.
