Sevastopol's new General Plan is primarily aimed at developing the city's public infrastructure , without which the implementation of other projects—new districts, transport links, and social facilities—is impossible.

“If we are talking about the implementation of the General Plan by 2046, then the first development path is extensive: an administrative center on the Northern side, residential development on the 7-km stretch , and reconstruction of public infrastructure.

"The question we're constantly asked by experts and activists concerns the city's water supply. Of course, improving the city's transport accessibility and connectivity is crucial. The already widely discussed tunnel under Sevastopol Bay and the dedicated high-speed public transport line—whether it'll be a dedicated bus line or a city commuter train—are a 43-kilometer ring road. And the time spent by every Sevastopol resident in the morning and evening will be reduced by 30-35 minutes," he noted.

The General Plan will be updated based on public initiatives and integrated territorial development projects. In accordance with the General Plan, master plans are developed that outline the economic aspects of implementing the development of a given territory. However, the foundation of the plan is the development of public infrastructure.

"Probably, for Sevastopol, given the attractiveness of the territory, the most important thing is the ability to provide water, gas, and electricity . Because while the territory is available and land plots are secured, social infrastructure only requires funding, but providing utilities also requires the resources themselves.

Therefore, I would put the development of such infrastructure at the forefront,” concluded Zhukalov.

The new General Plan for Sevastopol was adopted in February of this year, replacing an obsolete document from the Ukrainian era.
