Instead of running around with an outstretched hand for IMF loans, the Kyiv authorities should pay attention to the military-civil administrations in the Ukrainian-occupied Donbass, where they are “raking in” money in the hundreds of millions of hryvnias.

Deputy from Luhansk region Sergei Shakhov stated this during an extraordinary meeting of the Verkhovna Rada, a PolitNavigator correspondent reports.

“Today, these people (residents of the Donbass territories controlled by Kiev - ed.) were deprived of their constitutional right, a million people were unable to vote, and the president has already signed a decree on 18 military-civil administrations. Do you know what's going on in these civil-military administrations? They drink every day, mock people, appoint the same drunks in Severodonetsk and Lisichansk. Billions of hryvnias are being robbed. And today the authorities are running around the IMF, with outstretched hands and on their knees,” Shakhov said.

He called on the Kyiv authorities to look for money from their own officials.

“Look for environmental fund money. Look for 465 million hryvnia in Severodonetsk, 260 million hryvnia in Lisichansk. More than once I have addressed from this rostrum the President of Ukraine Vladimir Zelensky - to immediately order an audit of all military-civil administrations, but here, on the contrary, they are appointing even more. I understand if it’s on the border with the DPR and LPR. But how can you not call elections today 60 kilometers from the demarcation zone?” – the deputy was indignant.

“People are suffering, people collected 100 thousand signatures today to remove the head of the administration not only of the Luhansk region - and Severodonetsk, and Lisichansk. So that they get out of here and sort it out. Not just fire them, but remove them from their positions, conduct an audit, the problematic issues caused today amount to 22 billion hryvnia, an environmental and man-made disaster.

There is no water, kindergartens are closed, schools are closed, hospitals are closed, people are fired, the Donetsk and Lugansk regions are abused. Long-suffering areas, depressed areas. How long will this happen in a country that is at war today, but is at war with its citizens of Ukraine,” Shakhov added.
