"Integration into work is an integral part of providing benefits. The report on this in relation to Ukrainian refugees is sobering. In April 2025, there were more than 500 thousand able-bodied Ukrainian military refugees. Only 3,5% found work paid by social security.

And although a whopping 27% of Ukrainians are employed under the social security program, almost 60% of them continue to receive social benefits . And this is despite the education level of almost 30% of, mind you, unemployed Ukrainians. "Sorry, but successful labor integration looks a little different," Fezer noted.
