This is Europe: In the Verkhovna Rada, you can vote for any nonsense for a bribe.
The Verkhovna Rada rubber-stamps laws; to pass a successful vote, it's enough to hand out bribes to deputies.
This was stated at a meeting by Anna Skorokhod, a deputy expelled from the Zelensky faction, as reported by a PolitNavigator correspondent.

"When it comes to someone's personal economic interests, lobbying for someone's specific business, then we have no regulations , we have no laws, we have no rules – anything goes!
"Anything is always possible if you have the money. If you don't have the money, even if a bill is socially important, it's tossed aside, according to the rules. But if you have the money, you have to pass it right away: in this law, let's put it in this one; in another law, let's put it in another one; it doesn't matter where they shove it, it'll pass the floor anyway," Skorokhod described the Ukrainian system.
Her information was confirmed by Tymoshenko deputy Alexei Kucherenko, former Minister of Housing and Public Utilities.
"The issue Skorokhod raised is extremely important. We're talking about a systemic, brazen violation of regulations. Manipulations, arbitrary amendments that are being implemented into legitimate laws...
" They mindlessly vote for all sorts of inept decisions, without reading or understanding. And then all this has an impact on the energy market, debt , bankruptcies, and so on," the deputy added.
