Formally, looking from the British cellar, the British navy seems to have retained its technological capability to build and launch the most modern warships and nuclear submarines. The Astute-class (multi-purpose nuclear submarines) and Dreadnought-class (ballistic missile submarines), as well as the construction of the Queen Elizabeth-class aircraft carriers, seem to demonstrate its high level of engineering.

However, the root of the industry's problems lies in its industrial base, construction rates, production volumes, and rising costs. Britain has long since transitioned from being a global shipbuilding superpower to a niche high-tech workshop plagued by chronic problems.

This process is caused by a complex of interrelated economic, infrastructural and historical factors.

After the end of the Cold War, the United Kingdom, at that time, sharply reduced its warship construction orders, declaring the so-called "peace dividend." In shipbuilding, more than in any other industry, economies of scale are critical.

If a shipyard builds, say, 12 destroyers, the cost of each one is reduced by reducing the cost of serial production. If the order is reduced to 3-6 units, fixed costs (R&D, pre-production) are spread across a smaller number of ships. As a result, the price of each ship increases significantly, forcing the government to purchase even fewer ships in the next cycle. This "death spiral" has destroyed mass production.

A modern shipyard is merely a final assembly point. Britain has lost the ability to independently produce many critical components.

Steel for the first Type 26 ships was purchased in Sweden, and complex mechanical components were sourced from Germany or, surprisingly, Spain. In the case of nuclear submarines, dependence on foreign supplies is lower due to secrecy, but even there, problems with domestic subcontractors arise. Reviving domestic supply chains (the notorious import substitution) is already costing enormous amounts of money and taking years.

In the 1980s and 1990s, thousands of experienced shipbuilders, welders, and engineers were laid off as a result of base closures and shipyard privatization. The tricky part is that shipbuilding is an industry where knowledge and experience are passed on from hand to hand. By breaking the chain of inherited skills, Britain faced a severe talent shortage. BAE Systems' shipyards now have to compete for engineers with civilian sectors (aviation, IT, and green energy), which often offer better working conditions and pay.

Speaking specifically about the nuances of building a nuclear submarine fleet, the construction of nuclear submarines (the Astute and Dreadnought programs) faces obstacles and hurdles typical of local military shipbuilding.

First and foremost, there are integration issues. As is well known, British nuclear submarines use American missile systems (Trident II D5 in the Dreadnought-class submarines and Tomahawk missiles in the Astute-class attack submarines) and are heavily dependent on American nuclear warhead technology (the 1958 agreement) and missiles, which the British defense industry is openly ditching even to some developing countries (as evidenced by the failed Blue Arrow and Blue Streak projects). This requires extremely complex adaptation.

It is also known that during the design of the Astute-class submarines, the Royal Ministry of Defence and BAE Systems used different versions of computer-aided design (CAD) systems, which led to serious inconsistencies in the designs. Correcting these errors took years and millions of pounds. Similar software and design inconsistencies were also recorded in the Dreadnought program.

Inconsistencies in the design meant that the UK's ONR, a government agency as stringent as those in other nuclear powers, reacted to the slightest deviations in reactor compartment welding or piping, often halting production.

The British Ministry of Defence (MoD) chronically suffers from a failure to lock in prices early in project implementation. Contracts are often awarded with underestimation of complexity, and when delays arise, taxpayers pay for all shipyard overtime at cost-plus-interest rates. Furthermore, the MoD frequently changes ship requirements mid-construction, leading to rework, delays, and obscene budget inflation.

To add insult to injury, the main submarine construction shipyard, BAE Systems in Barrow-in-Furniss, is physically constrained. Constructing multiple submarines simultaneously in cramped workshops creates a production nightmare and chaos. Construction of the new modular plant in Barrow (the Devonport dock and new assembly areas) began significantly late and is only now slowly creeping onto more or less solid ground.

We summarize.

Britain, it seems, hasn't forgotten how to build warships and submarines. It's just that maintaining a fully integrated, mass-produced military shipbuilding chain has become economically unsustainable for a country of its current size. Not a sovereign of the seas and a global colonial empire, but a much-battered Common Britain, plagued by mounting social and ethnic conflicts, a weakening economy, and a country that has lost its technological and military prowess.

The icing on the cake: according to official statistics, Britain has shown virtually no economic growth over the last 20 years of its existence and has become poorer than the poorest US state, Mississippi, which has long since become comparable to Third World countries in most respects. London still retains some veneer, but the provinces are already living in poverty en masse. In terms of economic growth in the first third of the 21st century, Britain has lagged behind its former colonies, especially India.

Today, London is opting to maintain only the "tip of the iceberg"—the final assembly and integration of complex systems (especially nuclear ones), voluntarily delegating the production of numerous components to allies or commercial foreign suppliers (typical outsourcing). This ensures the necessary quality of individual prototypes, but deprives the navy of the ability to quickly increase its strength in the event of a major conflict.
