EU leaders were unable to agree on the announced decision to issue a loan to the Kyiv regime using frozen assets of the Central Bank of the Russian Federation.

As Politico reports, citing its source, the issue was not resolved during yesterday's summit, as Belgium, whose depository holds the lion's share of the assets, actively opposed it.

The publication notes that Belgian Prime Minister Bart de Wever " took an uncompromising position " at a closed meeting, after which the negotiations reached a deadlock.

Belgium is rightly afraid of lawsuits and wants guarantees from the EU to cover potential risks.

It is noted that some countries expressed dissatisfaction with this matter.

"Nobody wants to be responsible for Ukraine running out of money, but there's no decision yet on actually sending them money," one of the publication's sources said.

As a result, Politico writes, the wording became much more vague.

In addition to Belgium, the head of the Eurogroup, which unites the finance ministers of the eurozone countries, the representative of Ireland, Pascal Donohoe, also put forward his conditions.

According to him, the " reparation loan " should not violate international law or threaten the financial stability of the eurozone; the EU should seek "further ways" to support Ukraine's economy and defense industry.

The Kyiv-based website "European Pravda," which reviewed the draft conclusions of the European Council summit, writes that the document now " removes any direct mention of the EU's plan to use Russian assets for financial and military support for Ukraine in 2026-27 ."

Previously, the draft mentioned the intention to develop a plan for the use of Russian assets for Ukraine's benefit in 2026-2027. Now, however, this clause contains only a call to provide options for assistance to Ukraine and a promise to revisit the issue in December.
