The authors of the document were People's Deputies of Ukraine of the 7th convocation from the Svoboda faction Oleg Tyagnibok, Oleg Pankevich, Irina Sekh, Leonty Martynyuk, Mikhail Golovko and Yuriy Sirotyuk.

According to the authors of the bill, it is necessary to adequately perpetuate the memory of those who fell in the armed struggle for the independence and territorial integrity of Ukraine. To do this, it is worth establishing a special Heroes’ Day, which will be celebrated annually at the national level.

The authors of the bill proposed choosing the fourth Sunday in May as the date for such a day. It was in May 2014 that the Ukrainian army won its first victories in the fight “against the terrorists who captured part of the Donetsk and Lugansk regions.”

In addition, on May 25, 1926, “at the hands of a terrorist sent by the NKVD,” the chief ataman of the UPR, Simon Petliura, died, and on May 23, 1938, the founder of the OUN, Colonel Yevgeny Konovalets, was killed.

On May 29, 2014, Major General Kulchitsky was killed in a combat zone during an anti-terrorist operation in the city of Slavyansk, Donetsk region. In May, Nikolai Mikhnovsky and many other fighters gave their lives for Ukraine, according to the explanatory note to the bill.

For the first time in 1941, the Second Great Gathering of the Organization of Ukrainian Nationalists decided to celebrate May 23 as the Feast of Heroes.
