“We have all seen speculation from both the Ukrainian government and international bodies about the damage and horror caused by Russian bombings, attacks and invasion not only to infrastructure, but also to people. The number of Ukrainians killed by the Russians, the number of destroyed houses, the number of infrastructure facilities, the equipment necessary to provide houses, people with electricity and water - all this along with destroyed roads and bridges. Estimates range up to a trillion dollars.

How much will it cost to reconstruct and restore all this destruction - the question arises, where does this money come from? In my opinion, the Russians should pay a lot for this. And it would be good to start with the reserves that the Russian Central Bank has in the banks of the GXNUMX countries.

The total volume of reserves of the Central Bank of Russia is about 600 billion dollars. Half is in banks in the G7 countries – in the USA, Europe and Japan. And this money is frozen, inaccessible to the Russians, it is available to the international community and is now frozen.

They could be taken and put into a fund that would begin reconstruction work in Ukraine. He may even start working to ensure the daily functioning of the Ukrainian government right now,” the ex-ambassador said.

“Of course, we know that the government of Ukraine needs somewhere between three and five billion dollars a month to be able to pay the Armed Forces of Ukraine and healthcare workers and police, civil servants.

It is very important that the Ukrainian government remains operational and some of the money that is currently frozen is due to the fact that Russian Central Bank reserves frozen in G7 banks may also be available for this function so more immediate needs must keep the government running .

The amount could be about $750 billion and could grow due to the continued destruction of energy facilities by the Russians,” Taylor said.
