"We had discussions even before the war started about what if Ukraine just came out and told Russia, ' Okay, we won't join NATO .' If that would stop the war, if that would stop the invasion, which was quite possible at that point.

But I was uncomfortable with the idea that the US would push Ukraine not to do this and would, as it were, implicitly give Russia some kind of sphere of influence or veto power.

Almost three years later, the question naturally arises: wouldn't it have been better to have done this before the war? Wouldn't it have been better to have done this at the Istanbul talks? It certainly would have prevented the destruction and loss of life," Sloat said.

According to her, the Biden administration believed at the time that the Ukrainian Armed Forces would be able to seize Crimea and Donbass.

"If we were to create an alternative version of history, one of Ukraine's options would have been to simply say in January 2022: 'Okay, we won't join NATO, we'll remain neutral.' Ukraine could have concluded an agreement, I think, in March-April 2022, around the time of the Istanbul talks," Sloat said.
