Naryshkin with a delegation of deputies of the Russian Parliament will discuss “issues of integration of the republic into the legislative field” of the Russian Federation. This was stated by the Speaker of the State Council Vladimir Konstantinov. Before Mr. Naryshkin’s arrival, he proposed to prepare a bill to extend the transition period for certain socio-economic spheres in Crimea.
Thus, although the traffic police have switched to a seven-day work schedule, they won't be able to re-register all Crimean vehicles by January 1, Konstantin Bakharev (United Russia), deputy speaker and leader of the United Russia faction in the State Council of Crimea, told Kommersant . Currently, according to him, about 15% of Crimeans have exchanged their Ukrainian-style registration documents for Russian ones. Yefim Fiks (United Russia), chairman of the State Council Committee on Legislative Activity, believes that the transition period for re-registration and licensing of businesses conducting economic activities should also be extended by one year. To obtain registration, such businesses must "go through a series of lengthy procedures," he noted.
The draft laws of the Crimean parliament lying motionless in the State Duma will most likely not be discussed at the meeting. Two draft laws (on the regulation of legal relations in the field of subsoil use and waste management, as well as on extending the period from one month to six for Crimean officials to renounce Ukrainian citizenship) will be considered by the Committee on Constitutional Legislation on November 6.
The head of the Duma Committee on Civil, Criminal, Arbitration and Procedural Legislation, Pavel Krasheninnikov, when asked why Russian parliamentarians are in no hurry to accept the initiatives of their Crimean colleagues, said that Crimeans need to consult with State Duma deputies when developing legislative initiatives.
